Hi Gyronut,

I'm affraid it does make sense. In Spain only 3% of the land is declared urban. And the reason for that small percentage is obvious; its the only way to make big money with building projects. The huge price-gap between campo and urban land is artificial and almost everybody wants to keep it that way to protect their investements. It's not nature-protection, its not they don't like foreigners, it's just politics and corruption. If it would be legal to build on 10-20% of the land (instead of 3%) the property market would collapse. The bottem line is:it is difficult and risky to build on rustic land and that won't change in the near future.
