The first step is obviously to be well informed.  Is it possible to find out what the law actually states regarding animal welfare ?  Secondly, to find out who the perpetrators are which would obviously fall to the people in the areas affected.  Thirdly, make the decision on the wisdom of getting involved bearing in mind the obvious possible adverse consequences.
