I agree with what Bigyin says and would be very, very cautious giving any local permission to prune and remove trees.
Giving permission like that is usually taken to mean do as you please and I have seen a land owner return to find hundreds of trees cut down and sold for firewood !
You will also set a precedent that will be difficult to reverse,as I have discovered to my cost.
