It's not very much is it?  In the UK you can be fined up to £5,000 for drinking and driving as well as receiving a ban and imprisonment.  Unlimited fine for causing death whilst under the influence.

People who drink and drive are stupid and dangerous.  I doubt the extra €500 on the fine will be much more of a deterrant to them if they aren't already put off by the fact that they are much more likely to have an accident.
