You can get them from the Spanish consulates in various countries but have to go in person. You also have to go in person when you are in Spain. You now need to show you either own property here or are in the process of buying property here by means of a letter from a notary. See my other posts here on the forum for documentation needed. I obtained mine from reus in 4 hours flat from start to finish. Go to the Catalunya Caixa bank to make payment. They operate all day  but the other banks only take payment on certain days and before certain hours 9usually 10:30 in the morning) which will mean two trips to Reus.
