I believe that even if BASE are aware of the sale they will take the money if the bike was sold this year.  ie Sell the vehicle on January 2nd and you will still stump up this May but not thereafter. 

As per my thread about insurance it is the norm here no matter how weird and unfair it seems.  If a vehicle exists they will take there cut and they don't care who from!
