At the bottom of Sympatica near the nightclubs is the best resturant  I have found in Tortosa. It is in the upper end of the market, but not as expensive as you might think. The owner/manager is great fun, there is no wine list, you get asked about what you like, then you are taken to the wine collection for further discussions . . .
