Someone has just been fined today with a jet ski, which is SSR, but he did not have a Spanish licence so was fined 600 euros.  

Anyone know the rules?

Hi Nigel,
My first post.

As I understand things. If the boat is SSR and he has the correct  insurance and RYA qualifications, changed to ICC,s , he should be legal.  
I'm not sure if there is a time limit for boats, like cars, where you have to matriculate.

In the past I've been in touch with the RYA legal Dept. About their qualifications not being accepted in Spain,(using them on a Spanish flagged vessel) but they were less than helpful.

There is some good info on the "Angloinfo" site, about boating in Spain can't remember were though, but a trawl should be fruitful.
