The Agents will still go on selling HOUSES in the campo as most of them are illegal houses built with Almacen licences. You do not need a Cedula de Habitabilidad to sell an Almacen.  Unsuspecting Brits etc will still buy Almacens thinking they are buying a house as that is how most of them are advertised on the internet.  :-X
