Definitely Chafers. They can live in the soil for 3 to 6 years before becoming adult so best to eliminate them before replanting. Often found under lawns (of which there are not many round here :-/
They can be treated with nematodes (bet you won't get them in Cifec or Blasco) or a chemical. Best to do a bit of Googling.
