The API do not seem impressed with the outcome of this meeting!!

THE OFFICIALS OF THE TERRES DE L'EBRE ARE DISAPPOINTED WITH THE SOLUTIONS GIVEN BY HOUSING IN THE LEGAL DOCUMENTATION FOR RURAL HOMES (02-06-2010)
One half of registered nurses in Terres de l'Ebre met yesterday at noon at Tortosa with the Secretary of Housing and Environment of the Generalitat of Catalonia, Carme Trilla, to listen to solutions that have been determined from complaints by the API to the problem of the impossibility of real estate transaction in thousands of homes in the area by the new rules compulsory to present the certificate of occupancy, in most cases non-existent and impossible to achieve.

Trilla held a preliminary meeting with the engineers responsible for planning of the different municipalities of the Terres de l'Ebre and some mayors, who are responsible for enforcing the law and manage document processes and then received the representatives of the College of API, the College of Technical Architects and the Architects Association of the province of Tarragona. The secretary, two technicians and the Housing Officer and the Delegate of Environment Lands l'Ebre explained to the referees who have studied its proposal to the unique situation of urban construction in large rural area and have tried to find solutions .

Those responsible reiterate the 18/2007 law enforcement with a transitional provision of Decree 55/2009 (to implant in accordance with the Councils) that allows for the card in the rustic houses prior to August 11, 1984, provided that can demonstrate their housing conditions through the land, certified municipal planning permission for housing or use of any such document certifying that reaffirms the status that is used as housing in accordance with current regulations at the time. If not, be considered non-residential houses and in any case, proper housing in rural land. In situations of housing built under city planning, urban plans ... unconsolidated land will be almost entirely accepted, but we must keep in mind that there are many municipalities that do not have these conditions.

Our referees were disappointed because they believe that only solves a small part of the problem, a small number of houses. They think that the administration has had the will to provide solutions but is not aware of the magnitude of the problem, which otherwise is coming from afar, from the time they left the building and transmit consistories homes in certain areas and have ended up affecting owners who had no problem with making a home in the appropriate time or to sell or buy a few years ago and now find their hands tied without being informed. In the API it is up to the dirty work of having to explain and stop the transactions.

Since the central government was reported that the application of the new decree is implemented by local councils from the month of June. But agents are not convinced and believe that should provide more solutions, so do not rule out further action in this regard.
