The implication of this article is that they are not going to base aircraft at Reus but still fly there (hopefully not just to Stanstead for those who wish to visit God's own country up North).  Speculating with RyanAir is like speculating with football... the golden rule has to be take a Doubting Thomas size pinch of salt and wait until you actually do or don't see aircraft on the tarmac or a player on the pitch!
