Extending your home that is legal without planning is fine if done by an honest qualified builder or indeed yourself if you have such skills.I still think the work should be inspected and approved with regards safety.Lowering VAT or IVA to 5% would assist the construction industry. The Campo is awash with enough illegal builds without adding to their square footage. Planning can be a pain but it can also mean safe......(In the UK anyway) What no damp course ?
