Title: School books etc.

When children start or go back to school here in September, it can be costly, for a lot of parents here.
Some 'supermarket sweepers' have gone in with 10 trolleys into a Carrefor store and filled them with notepads, pencils etc. to give out to people who cannot afford to buy them themselves.
Last year they stole food to give out to poor people.

The Spanish Parliament have voted that all textbooks should now be bought by the schools.
They will be lent free, to pupils for the school year then returned to the teachers.
This will be a big saving for parents/guardians.

Unicef announce that charging parents/guardians for pupils text books is illegal.
Local school here has charged 20 euros for each new book.

I'm sure the schools will be falling over themselves to re-imburse the cash they've taken for lending us second hand books - and the administration charge as well.  Or not!

Do Unicef pass laws?
