Is there still a tour of old Tortosa town going on?
I remember reading about a tour in English a while ago.
Is anyone still doing it?

Go into the shop (Conficon)? below the iron bridge near the big statue in the river, in Tortosa.
Someone in there will tell you if there are still tours.
