Not sure where you live locally (or want to live),but in this Southern part of Catalunya we also boarder Aragon & Valencia.There will be plenty of fishing areas in these 2 provinces.One area that may interest your hubby is the Maestrazgo (Aragon),they have trout in the faster mountain rivers (Which I presume will be edible)

Also in Valencia,the area around the Ulldecona Dam,allows trout fishing.

You (I think It is still the case) will need separate fishing Licences for both areas (You have already been given details by other TF members on how to get the catalunya fishing Licence)   

Your hubby may also want to look at some fishing guides (books) to our local areas,I suggest he takes a look at this guys guides.
