Would this be a place between el Perelló and l'Ametlla de Mar with an incredibly loud sound system by any chance.

Think are are new rules out regarding loud music coming from cars, houses etc.
Even dogs barking now!
Village Fiestas are allowed to make noise into early hours!
So maybe ask questions at your local town hall?

I think that now it is a requirement to register all rental properties a gentle threat to report them to the Catalonia tourist board to be followed through if they ignore you.
