From that article:
"What will happen to expats will vary from country to country. If you are an established resident in another EU state and have sufficient savings and investments to support yourself, you are unlikely to be troubled."

That has always been the case.  What could change is British pensioners rights to free health care and of course the reduction in Euros that the pension pound will buy.
