This request is on behalf of a friend. Does anyone know of an agency that loans out money? They need to speak with someone who speaks English.

Search google for préstamos rápidos - many can be done online.

If not - any bank will, subject to the obvious checks, lend money - prestamo in Spanish. Most banks have someone who speaks English.
