There is an excellent restaurant in Tortosa called: La Masada in Passeig Moreira.
Located circa half way along the avenue where the Monday market is held and to the left.

One rather nice bottle of red - Montesierra 10 euros; 2 good size glasses of white for 3 euros; 4 main meals of lasagne and tagliatelle (absolutely delicious) for 27 euros; four desserts inc. ice cream for 11.50 and pre dinner drinks of two good whiskies (not English measures!) and two beers for 9.20.  All told - including the added 8% IVA - 65.55 euros.

Contributory to the enjoyment, was helpful and courteous service (actually by a Portuguese girl who spoke good English) and the affable owner who was keen to see that we had a good meal.   Well laid tables and comfortable chairs (not plastic) along with pleasant surroundings, made the event all the better.
