Here's a thought. All those Spanish trawlers fishing in British waters should be impounded, and held while very thorough safety checks, compliance checks, immigration status checks on the crew, accounting checks, ... are carried out. There should be enough health-and-safety and anti-terrorist laws to require a lot of checking. And only allocate about 3 people to do the whole lot, so the trawlers will be held in port (and of course charged the usual port fees) for a couple of years.

It's not exactly a serious suggestion as I really don't want to make life even worse for trawlermen than it already is but something should be done to make that t1t Rajoy sit up and take notice.
