As the link does not work perhaps you would be good enough to let us know what the new legislation is.

If you are residing in Spain, you should become a resident, and therefore pay taxes as a Spaniard does.
Any income, pension, benefit should be declared.
This year the H.M.R.C has informed the Spanish tax authorities of U.K. Citizens, receiving all kinds of income. I know this is true because my fiscal advisor
showed and read out information, that was on tax form
here, just a few weeks ago.
So I would advise people to seek advice and help to fill out a tax declaration form here.

Plenty of information explaining things more clearly has been prepared by CAB Spain and is available by becoming a member of Expats in Spain on Facebook.

A friend of mine who has been paying his taxes here for a while tells me it's cheaper as the Hacienda (or whatever) aren't interested in all types of pension income.  I seem to remember he said he saves about £800/annum.
